Konusuna gelirsek 1956 senesinde Xate Anne , sekiz çocuk sahibi sıradan Mardin'li bir ev hanımıdır.Xate annenin eşi Midyat Belediye Başkanlığı yapmaktadır.Başkanın en büyük hedefi köyünün en büyük sorunu olan su sorununu çözebilmektir.Konunun üzerinde çalışırken bir kaza sonucu vefat eder ve rahmetlinin koltuğuna okuma yazma dahi bilmeyen eşi Xate anne geçmek zorunda kalır.Menfaat düşkünü kişilere rağmen Xate Başkan , köye suyu getirmek için dişini tırnağına takar.Bu arada önüne çıkan her engelle zekasını kullanarak başetmek zorunda kalır.Zekiliği,hırsı ve kendi doğrularıyla gün geçtikçe hem kendini geliştirir hem de işine daha da bağlanır .
